FM to DITA; splitting topics

Hello,
I'm working with unstructured FM and want each chapter to split into different DITA topics based on the section headings. Instead, all of the topics remain in together in a single file.
I have "SplitTopicFiles=Yes" in DITAOptions.
And I have the following:
[DITAParents]
Title=topic
Heading*=section
Is what I'm doing possible? Am I missing a setting?
